Issue 10 The general misconception that global temperatures can be kept within safe limits only through carbon emission reductions is simply wrong. Instead of trying to address the unprecedented problem of global warming by conventional means, a paradigm shift is required. Tackling climate change calls for a new energy deal that will disengage economic development and energy growth. But climate change is not just an environmental issue. It is also a human security issue.
